Product Discovery is a joint effort between functionality, design and technology. Traditionally, with waterfall frameworks, they come in a sequence: The product manager defined functionality in a document, then the designer created the mockups before the engineers implemented the said feature.
But it's not uni-directional: functionality will inform and drive technology as much as technology will inform and drive functionality. And it's the same for design + functionality and design + technology.
This is why setting up a product trio, with the product manager, the designer and the tech lead (or another engineer/developer) to spearhead discovery together is absolutely essential to creating innovative technology products.
